Description
This change makes the heterogeneous tests run only one device kernel at a time. It will validate every step by permuting which part of the test is run on GPU.
For example a three step test that writes a value, waits on a value, and synchronously resets the value will rotate test responsibility like so:

Test kernels are launched asynchronously from the main thread just like asynchronous host threads. However that isn't sufficient to guarantee that the process will be handed a channel for launching multiple kernels. Therefore our only option is to pick one job to launch on device at a time.
