[DOC]: concepts library appears twice in TOC and is out of place (and ranges library page is missing)

Describe the incorrect/future/missing documentation

On the front libcu++ docs page TOC "Concepts Library" appears twice at the bottom. One of the links goes to the concepts library page, the other goes to the ranges library page, which is mistitled "Concepts Library". See image.

I also think these both should be linked under "Standard API" in the TOC.

I think this boils down to the wrong title in the ranges library .md file and omission of both of them from the config file.

If this is a correction, please provide a link to the incorrect documentation. If this is a new documentation request, please link to where you have looked.
