CUB tunings and policy hubs are for our internal use, so they should be moved to a detail namespace. We should leave an alias in the public namespace with a deprecation warning. And backport the PR to 2.8.

Helpers to define a policy for an agent, like AgentAdjacentDifferencePolicy should remain in the public.
