Is your feature request related to a problem? Please describe.

We need this to build/test release packages against the full support matrix.

Describe the solution you'd like

  1. Hook up with the existing infra to detect if there's any Python changes made
  2. If so, trigger the new build/test pipelines, to be copied from NVIDIA/cuda-python
  3. Dump the old pipelines

To be clear, I still want the source of truth for the matrix we're testing for Python envs to live in https://github.com/NVIDIA/cccl/blob/main/ci/matrix.yaml

That would be the next step after this task is completed. For this one, my goal is really to spin up a full-fledged Python CI with as much copy-pasta as possible, just to gain enough confidence in the robustness of Python packages that we build.
