The tool that lets you import videos requires Windows Media Player media features. So to enable the video importer, you need to turn 'WMP' on.
Go to Turn Windows features on or off, scroll down until you see Media Features, check that option.
(I believe that some Windows version, such as N, are not distributed with Windows Media Player)
Video export is handled by an external tool called FFmpeg.
In order to export the recording to a video file, you need to download that tool by accessing this link from Zeranoe.
Finish downloading the zip file, open and copy the file called ffmpeg.exe and paste it somewhere else safe.
Open ScreenToGif, head over to Options > Extras and select the file that you just pasted.
After that, you just need to select output type Video and the encoder FFmpeg.
You have an older version of Net Framework. In order to run the app, download Net Framework 4.6.1 or newer directly from Microsoft.
