further automation of GH actions

Still are some manual steps:

Currently I upload forecasts to blob from INSIVUMEH when I receive them. The I just change a variable in script `insiv_received" to T or FALSE based on whether it's been received yet. Previously I had a function to check this automatically based on gdrive folder contents, but since switching to blob I have not updated this to do the same. Would be easy to implement however.

I'd like to add a workflow run test button. If test run = TRUE email only gets sent to myself (analyst).. If FALSE, full group
