Don't show "migrate bookmarks" when sorting by location, location access is denied, and the user has classic-OBA bookmarks.

When location is not allowed and bookmarks are sorted by distance, no bookmarks appear in the bookmarks tab and there is text on the screen to migrate data. If I’ve disallowed location (to help reduce battery consumption) I’d still like to see my bookmarks. Could it instead of no bookmarks, default to the other sorting option (by group).

1. Have bookmarks sorted by distance.

2. Go to settings and don’t allow location.

3. Go back to OBA and go to the bookmarks tab.

Expected: Bookmarks.

Actual: No bookmarks.
