Railgun shoots through fused quartz from enderio

Railgun can target through enderio fused quartz, turret targeting seems to be report that they can be shot. Need to check both raytracing and the "istargetshootable" function

I've noticed that when changing the range turrets have in the config file they start shooting through blocks outside there normal non config file changed ranges (i.g the base ranges the mod creator set).
