Seems like a good idea but limit it too 64 max range, or it will be hard to balance for PVP use
You can always change the values in the mods settings. I see no reason to limit it in our code. Default values I try to balance actually but modpack authors can freely change any of those.
Turrets should have a configurable range damage falloff (optimal range + falloff)
And tracking limitations (fast spinning railguns do not make sense)
