[Suggestion] Rocket Turret Homing

Change rocket turret to not fire homing rockets by default, even if the config is set to true.
Add a new addon/upgrade that allows the rocket turret to fire homing rockets(if the config is set to true).

This would add another layer of progression, and make dumbfire and homing rockets separate and distinct options.
