These need to be implemented.

Currently the Scene Activation is only implemented as a Controlled CommandClass. Need to implement the Set and Get Methods so OZW can trigger scenes.

The Scene Actuator Configuration CC allows us to store settings for a particular scene. Also pretty straight forward to implement.
