When :rc_dir_url is first added to a simulation configuration it crashes if the simulation files have not been checked into the remote repository yet.

This can be resolved by running origen sim:ci to do an initial commit, but it should not crash like this and should instead just warn the user that it is currently using a local version and not one that was pulled from the given source.
