Some additional institution/consortium tweaks

There are a couple of inconsistencies in our MIP_institutions.json and MIP_consortiums.json files that need addressing. There are also numerous instances of wrong encoding throughout files, e.g.

If there is something to do I have added an unchecked box below, if there is a concurrent example that is worth noting, the box is already checked.

Move to MIP_consortiums.json and define membership

• SOLARIS-HEPPA https://solarisheppa.geomar.de/ (GEOMAR is one of numerous institutions involved. Also see Registering CMIP7 prelim solar historical forcing input4MIPs_CVs#17)

Cases of projects hosted at institutions:

• PNNL-WACCEM the WACCEM project is hosted at PNNL (which has an ROR) - see https://www.pnnl.gov/projects/waccem
• PCMDI the PCMDI project/program is hosted at the LLNL institution (which has an ROR) - so following the example above LLNL-PCMDI would make more sense. We already have LLNL defined, with "PCMDI" duplicating this content

Cases of institutes/divisions housed within an institution

• PNNL-JGCRI JGCRI is an institute housed under PNNL, however has it's own ROR https://www.pnnl.gov/projects/jgcri

BCC - should point to http://bcc.ncc-cma.net/ (not "institution_name": "Beijing Biocytogen (China)",)
CCCR-IITM - needs tweak to point to http://cccr.tropmet.res.in/home/index.jsp
CNES - tweak "institution_name": "Centre National d'\u00c9tudes Spatiales",
ESSO - has this institute contributed?
MRI - Meteorological Research Institute is a subdivision of JMA https://www.mri-jma.go.jp/index_en.html - not "Japan Meteorological Agency",
NASA-JPL - looks wrong "city": "La Ca\u00f1ada Flintridge",
NCAS - looks wrong "Uks",
RSS - remove "(United States)" "Remote Sensing Systems (United States)",
UColorado - tweak "University of Colorado System",
UHH - typos due to non-unicode "Universit\u00e4t Hamburg"

Other notes

NASA-JPL, NASA-LaRC, NASA-GISS, NASA-GSFC, NOAA-NCEI, NOAA-GFDL, these all follow the agency-institution template which would be useful to think about. In the case that we wanted to try and implement this, we could have DOE-LLNL-PCMDI, and DOE-PNNL-WACCEM, but that might be a stretch too far
