Description of issue

Both the 'public' and HoP windoors are locked to HoP access. I assume this is due to the area-based access system writing the same access for both because they occupy the same tile that is within the area.

Difference between expected and actual behavior

The outer windoor is supposed to have no access restrictions, while the inner one is locked to HoP.
Instead both are locked, so the HoP has to open both to receive IDs to change.
This is extremely minor but it is technically a flaw that future mappers might need to watch out for if using the area-based access system.

Steps to reproduce

Join as Head of Personnel or Captain.
Go outside of your office, to the HoP line.
Drop your ID.
Try to open the public windoor.
See that it won't open.
Pick up your ID and try it.
Be sad that you have to click twice to receive IDs.

I noticed this tonight during the Neb test.

Client version, Server revision & Game ID

Current master.
