[v3.1.2] Effective challenge completions for tax calculation in c13 is wrong

I haven't ascended yet. auto-sweep is off.

Completions on entering c13 are as follows:

c1-5: 0
c6-8: 1 (from w5x9)
c9-10: 0
c11-12: 30
c13-14: 17
c15: 19,286

Selecting c13 shows that the effective challenge completions are at 13.4 when it should be 0 (or 1? idk), as no challenges have been completed inside c13 yet.
