on restart, clean attempt not cleaning persistent volume #11

bricks get deleted, but volumes are still present

repeating teardown fails, because dacd is no longer watching that volume any more

idea: now we stop watching things when we hit Error state, does this break the dacd event watching when we hit errors??

we need to re-add the logic to do tidy up when we start back up, in the new code base, but once we have some unit tests in place
