When a node needs to be remove from service there is currently no formal mechanism for removing keys and state from etcd.

We need a way to drain a node.

I was thinking about this recently and it would be very useful. If we could stop per-job buffers from using a node, over time (there are time limits on jobs) the node will naturally drain, apart from where we have persistent buffers but we could communicate with users and plan their removal.
