Admin portal for instance superusers

Intended for the Sheffield team and superusers of the instance, used for managing the instance itself and provide a few useful tools for aggregating data from all of the surveys of all organisations on the instance.

• List all organisations, projects surveys
  • Ability to remove spurious organisations and users or ones that break terms of use
• Accessing data collected through API (Sharing data with the Sheffield SORT team #26)
• Aggregate and collect all data that has consent
• Edit default SORT, consent and demographic questions
