The smallest payment in a typical job is the one paid to the mediator, usually a small percentage of the total job cost. For example, let's say a job is $100 in value (currently 0.00308 btc) and the mediator fee is 1% of that(0.0000308 or 3080 satoshis). It's not uncommon for Bitcoin network fees to be greater than 10000 satoshis when the market's hot and at those times, on-chain mediator payment makes no sense.
