Change default setting:
--> Preferences >> Menu >> "Allow adding non-temporary rules when using Private Browsing Mode"
--> Current default: OFF
--> Proposed default: ON
--> Reason: Security conscious noobs will have their browsers set to private mode or equivalent.
I think I'll go with that suggestion. It's as well the default setting of NoScript.

Personally, I disagree with this. First of all, private browsing does little for privacy and even less for security. All it does is keeps your browser from keeping track of what you do and prevents any sites you're logged in to in other tabs from seeing you as you (and that's assuming they're not identifying you through fingerprinting, cookies, etc. If you're using private browsing mode for anything other than hiding your tracks from others that use the same computer or doing things like performing google searches without them being tied to your account, you're doing it wrong.
Meanwhile, changing this setting to default to allowing non-temp rules while in private browsing mode negates the main reason for using said mode: it permits the user to leave "footprints." I'm all for having a warning in the pop-up while in private browsing mode saying that in order to make permanent rules the setting has to be changed, and include a link to the settings page, but I don't think anything should ever default to allowing permanent changes while in private mode. If this is changed to be that way, then there needs to be an unmissable warning about it in the pop-up and/or settings. I realize, of course, that just because the option is enabled to allow it to be done, it doesn't mean it will be done, and the user still has to actively set a permanent rule. But it would allow them to mistakenly do it, either by accidentally clicking the wrong thing or by just not knowing better. And that's the real issue, here: with the current default, an unknowledgeable user will be protected from themselves, even if it's at the expense of some frustration by not realizing why they can't make a permanent rule, whereas changing this to default to allowing it would permit that same user, who doesn't know any better, to make a permanent rule when they perhaps shouldn't have.
