Add a "restart" button to the admin UI

Feature Description

As many configuration changes in SORMAS require restarting the server, an administrator should be able to trigger a restart the server without having to wait for a server admin to do it.

For this reason I am poroposing the introduction of a "Restart" button in the UI

Added Value/Benefit

Giving system administrators the option to restart the server by themselves without having to involve another department would increase the speed of setting up the system and making changes, giving system administrators more control.
