Persistent Bans Overhaul

The pban command is very underdeveloped in Nexus Admin compared to other admin systems, including no ban/unban logs or temporary bans. A rewrite to use Roblox's new ban APIs + migrating old bans should be done, but I don't plan to implement it. The ban systems I maintain are off-platform, and pban's only goal from the start was to "exist". Pull requests are open to overhaul it, but I don't plan to do it.
