Release new version of reqwest-retry

Motivations

My company wants me to eliminate all items flagged by cargo deny. The “instant” crate is currently flagged. The latest version of reqwest-retry currently uses the flagged version of instant.

Solution

i see in your main branch that you have already removed “instant”. Can you just release a new version of reqwest-retry?
