[BUG REPORT]: NDFD QTF Downloads return a forecast dataset that is offset 3hours forward #400

Describe the bug

For the NDFD QTF product, the requested Download Time Window was:

  • Start: 22Mar2024:0900 PDT
  • End: 25Mar2024:0900 PDT

The DSS Download returned a forecasts dataset that covered the following time window:

  • Start: 28Mar2024:1200 GMT
  • End: 31Mar2024:2400 GMT

This product is designed to be a combination of 3 products

NDFD AIRTEMP 1hr
NDFD AIRTEMP 3hr
NDFD AIRTEMP 6hr

If you download all 3 products then you get the entire time period. It start at 1 hour then goes to 3 hour and finally 6 hour. If you just look at the 6 hour then it start 2 days after present time.
