[PRODUCT]: Depreciate NCRFC Surface AIRTEMP 1hr

The NCRFC Surface AIRTEMP 1hr grid distribution via LDM was broken at NWS in early March 2025. Turns out this product is identical to RTMA CONUS, so it can be depreciated. @adamscarberry you get your wish....removal/depreciation of a product!

Can we add a depreciated tag for products that aren't needed? In this case we probably could wholesale remove it eventually.

Side note, our RFC mentioned URMA (https://nomads.ncep.noaa.gov/pub/data/nccf/com/urma/prod/)is a more QA/QC'd version of the RTMA temps and may be worth considering to adding eventually. There's maybe a 6 hr lag from realtime for this, but it's CONUS.
