Move zed cam launch file, and docker-compose file, to their own repos #284

In brief, the idea is we'll use ros noetic on the rover for everything but zed-ros-wrapper, and run everything in docker. Because the software repo expects to have only one docker image, the zed cam stuff should be split into its own repo.
