Issue Description

You cannot change the system language through the Gnome settings

Steps to Reproduce

open the Gnome settings on the newly installed Vanilla OS Orchid
go to Region & Language
Attempt to change the language or format to anything other than the one specified during first setup

On what version of Vanilla OS this happens?
