BUG: Map Design - Ultimate Scavengers unable to do anything on Emergence + RollingHills. #4199

Classed as a map design bug on Emergence (10p map):

This map lacks any assigned Scavenger Factories nor a Power Generator, yet they begin with a few derricks.

If we're Enabling "Ultimate Scavengers" - they certainly need to be a threat!

Note:
Both Scavenger setting and Ultimate Scavengers always begin the game with 0 power.

A few suitable options can fix this and I would look to do in parallel:

First - Simply adjust the map Emergence so they have a Factory and Power Generator on start OOTB. (RollingHills at least 1 derrick)
Second - When Ultimate Scavengers are set, give them 200 Power at game start. (Can setup trial runs to test outcomes)

How can someone after making this correction by point 1 via FLaME, by adding the Factory and a Power Generator into the existing map then merge back to the base shipped game. As this changes the SHA value obviously, so how does that get achieved to allow including again in a next release without causing SHA mismatches?

One has to be careful in not overdoing scavengers in that map or they will overwhelm Nexus AI.

FLaME when placing structures will need to differentiate between plain Scav setting and Ultimate Scavs such that:
i.e. Scavs = no factory while Ultimate Scavs = factory.

Much like in the game options this works for players i.e. BASE_CAMP (or _CLEAN that sets as no bases) you start just a pair of trucks, BASE_WALLS you start with walls and buildings in preset locations.

If you as the player enable Ultimate Scavs, irrespective of map type within the base game maps they should be able to make units and be more of a threat. This is what led to anybody even being made aware of this issue when a player was surprised.
I can fully understand and agree where normal Scavs are concerned on just acting as a buffer between players as a delay but when we have set "Ultimate" and they do nothing, that simply needs adjusting.
