A Gaussian Blur via GPU would be slower than the CPU option we have via fmtc resizer: sekrit-twc/zimg#186

It was that I've used gaussian blur from vs-bilateral a few times so I have this request, I was just curious about how GPU would perform iirc, then I realized that gaussian function probably came from one of the two algorithms of vs-bilateral that this bilateralgpu didn't implement, so... perhaps I was just being dumb as usual.

About the approximation (I assume) by resizer, how close is it? and are there particular reasons to use bilinear downsacling and a1=9?
