Nodejs 12 deprecated, set to v16

Github actions are deprecating actions based on nodejs12 in favor of v16. Output from runs on github: Node.js 12 actions are deprecated. Please update the following actions to use Node.js 16: actions-ecosystem/action-regex-match

The PR is merged but we will still need a release

I am one of the contributors of this action, and I love it. Hoping for more frequent releases, I have decided to take over the repository on my own.

Please try the new release, kaisugi/[email protected]. With this new version, you will no longer encounter errors related to the Node.js version.
