Extension for AEX-9: Include payload

Payload is not currently supported by AEX9 and can be useful in certain scenarios.

Whether it is used or not, it should be optional.

as @thepiwo already pointed out you can just propose and contribute an extension for AEX-9

if you want to see/have that implemented and defined in the standard act as follows:

1. think about the extension (well, you already did that in the forum and here)
2. formalise the extension in an issue and discuss it accordingly
3. fork the repo & provide a PR with a new file in the AEX folder that specifies the extension (can be renamed accordingly after the AEX number has agreed upon in the PR)

   • your proposal would probably require AEX-9 in that case

I would like to see the process followed as described in AEX-1

you did it the right way to first discuss it in the forum. but now you need to act and propose the extension ;-)
