Add ability to publish cases and save without publishing

Goal / Desire

As a user, I want to be able to publish a case once I am happy with my saved changes

Benefit / Reason

So that I can save changes without publishing the case, and then publishing when ready

Acceptance Criteria

• User have a separate save and publish button
• the following fields should be saved against each save (VERSION) title, description, goal catergories, domain / sector categories, first published, last published date, workspace id, user id, the JSON of the assurance case
• the last publish date is automatically updated
