Story DONE: with the merge of the Pulumi codebase into development IAC has become the sole focus of development efforts,
the core necessary changes have been identified and implemented and [a roadmap](https://github.com/alan-turing-institute/data-safe-haven/blob/develop/ROADMAP.md), milestones and goals identified.
This story has achieved:

- New and complete Pulumi version of the codebase. See [5.0.0rc1 pre-release](https://github.com/alan-turing-institute/data-safe-haven/releases/tag/v5.0.0-rc.1)
- More efficient and robust codebase and deployment process
- Improved experience for TRE admnis: reduced cost, simpler user management, more coherent CLI. See [5.0.0rc2 milestone for more details](https://github.com/alan-turing-institute/data-safe-haven/milestone/20)

It is no longer useful for this story to contain development efforts or to distinguish IAC work from the rest of development work.
