BUG: Report a problem link not displayed if PDF fails to load

Describe the bug
The "report a problem" link is not displayed when the PDF fails to load (because the link is implemented as part of the PDF viewer component which is not rendered in this case.

To Reproduce

Expected behavior
The link should be displayed or, alternatively, we should automatically log an error in Sentry.
