Review and refactor annotations to enrich their usage bounds

At the moment there's at least two unimplemented uses of annotations exist: expression of error countable annotations and condition of triggering for any of them (only chronable has this option atm).
Need to review and refactor annotations for this.
It also may be used to unite common features for base parent annotation
