Update LICENSE.TXT to give automated GitHub Match

* Adjust text of BSD license so that it is now recognised as  BSD-3-Clause license  by GitHub auto-detection.  This includes necessary removal of text [The "BSD 3-clause license"].
* Update copyright year to include current year 2022
* Remove MIT license.  This should be included in THIRD-PARTY-NOTICES.txt.
