Potential issue in SBX with non standard sampling.

Relates to #725 but is not the same! I`m not sure if this is relevant, so if it is not please discard this and feel free to close the issue :D.

The problem:

y1 and y2 can be out of bounds in the sampling method is not from pymoo. This can cause problems in calc_betaq.

Potential solutions:

• Assert the min,max values to be within the bounds, else raise an Exception (currently its a warning but numpy casts the affected values to 0)
• Or: Clip y1 and y2 to the bounds.

If this seems relevant i can do a pr for either, just not sure as I think external sampling is not a common case.

Good catch, but I think in the context of pymoo the operators should be used mostly used within algorithms.
If bounds should be checked I would rather throw an exception.

Happy to look at a PR if you feel strongly about it. It probably shouldn't be only in the context of SBX though.

ill check it out, and see how it would be applicable to other methods aswell
