I've changed baseurl to https://download.cloudstack.org/centos7/4.19/ but it was the same issue that I could see.
This repo doesn't have 4.19.1.3 version.

@kenneth0595 4.19 no longer supports el7 distros. see https://docs.cloudstack.apache.org/en/latest/releasenotes/compat.html

actually el7 is still supported by ACS 4.19
we could build 4.19.1.3 packages for centos7 (we have only 4.19.1.2 packages now)

I noticed this, I really thought we had already deprecated el7. I am building the el7 as we chat.
