This PR has:

Switching to ubuntu-22.04 doesn't seem to help with clean CI runs. The JDK 21 processing test is still failing with a segfault similar to what we have been seeing in #17429.

@abhishekrb19 yes, just wanted rule out the JNI lib issue on ubuntu-latest tag update.
