We encountered this nondeterminism in Pekko Connectors apache/pekko-connectors#738

I think those .proto files are part of the protobuf-src dependency. Need to dig into what we expect to happen here, and if this is something we've customized in pekko-grpc or that it might be an upstream issue in sbt-protoc.
