restfreq override not working (vlsr override is)

For obsnum=101711 the frequency setup was wrong, and thus there is no expected signal here (between -1800 and -800) and the pipeline fails. There is no good error message about this. This data is still good for a test extracting a different slice.

By setting vlsr=-1300 the pipeline works!

However, by setting restfreq=115.796, which should also work with the default vlsr=-40, the code is still rejecting all channels.
