Are you from China? Mine is caused by proxy settings, my solution was use mirrors and turn off the proxy. It may sound weird, but that was how I solved it |
Sadly I am not in China, just the UK! I am installing on a remote machine though, if it’s possible that would also cause a similar issue.

Is there a pre-built docker available somewhere? Building the docker on Ubuntu 20.04 is taking forever, and is getting stuck on this step:
