Disallow uploads for superadmins on avni-webapp

Describe the bug
Disallow uploads for superadmins. To avoid issues with over-writing org with incompatible content.
Ex: Uploading bundle for calcutta_kids using incompatible org.

Expected behavior
Superadmin users should not be able to upload any files to an organisation.
They should create an orgAdmin, who does all the uploads / edits.
