Update documentation of mqttDownloader_createGetDataBlockRequest API

The API documentation should be updated to pass either the block bitmap or the block offset to form the request to download blocks.
If the block bitmap is passed, the offset should be kept 0 otherwise the correct offset needs to be passed.
