IP ranges like 39.96.0.0/13 are presented in aliyun-cidr-ipv4.txt but not in all-cidr-ipv4.txt.

@whoshoe This is a bug that was introduced in an update from a month ago. We've pinpointed the issue and are working on fixing it. Thanks for the report.
