Determine if IBI variable can be dropped. #81

None of the selected sensors currently report this variable. Confirm with the client that we can drop it.

This will require reworking the overall sensor health rating, which is currently based on 5 variables instead of 4.

@caseycesari The spreadsheet provided by the client has IBI variables listed. Could you confirm that such info is still not available from the sensor? If so, I'll ask if we can drop that.

I can confirm that IBI was meant to be delivered as an out-of-band value, and isn't available from any sensors. It's based off of a paid download which the client was speculating they had access to. The value would be hardcoded per region, and perhaps updated annually when new data was released and purchased.
