Refatorar Crawler

O FTP foi reformulado e agora são disponibilizado arquivos por UF. Atualmente, os dados possuem frequência de atualização mensal.
Os arquivos de diferentes datas são disponibilizados na mesma pasta;
Fazer um crawler que extrai metados de data e utls; decide o que deve ser atualizado; checa se q qte de arquivos selecionadas bate; checa grupos de data; quebra se tiverem datas diferentes;
