display error on missing license sign-off

If the users performs any actions that request data from the api show error message and redirect user to about/terms page when the user is logged in but the license is not signed. This would apply to any authenticated route except login. Should not show users anything except the /about routes unless they are signed. When they try to click on search or are redirected to home etc it should bring up the error until they sign the agreement
