Make WDL name descriptive, add dockstore.yaml, and publish in Dockstore

Hey @briandoconnor, I am planning to create an NCPI Org on Dockstore where each collection is an interop use case. Your tutorial is quite nice and I think would be nice to highlight in the collection. Would you be willing to make your workflow name descriptive and publish on Dockstore using the GitHub app feature? I can take it from there by pulling out useful material from your repo readme to add to the collection. Thanks! Beth
