Since v3.83.0, buildkite-agent artifact upload hangs on Windows

Our Windows builds started hanging during buildkite-agent artifact upload with the release of v3.83.0, and is not resolved with v3.83.1. We've implemented a timeout as a workaround.

Thanks for raising this @brianseeders. I'm having trouble replicating this on Windows myself. How often is this happening?

It's 100% of the time in our pipelines. I'll see if I can put together a small reproduction for you.
